Hawaii is one of only a few states without any form of legalized gambling. As of 2025, eleven U.S. states remain without legal domestic sports betting, Past governors have always been strongly opposed to legalized gambling for Hawaii. However, during the 2025 legislative session, Governor Green indicated he was in favor of it. Two of Hawaiis past governors Linda Lingle and David Ige published a powerful editorial against gambling. In the end, the bill was deferred eectively killing it for the session.23'
